Someone is responsible for processing each request until it is completed or rejected. Each request, like a task, should therefore have a responsible person assigned to process it.
You have all requests on your desk that you are responsible for processing, whether they are assigned to a task for processing or not.
Responsibility for the request
You should be responsible for the requirements that you can actually process – that is, either analyze or implement. If you can't do either, trigger a team meeting to have someone who can process the task take over. You definitely shouldn't leave the requirement alone and not address it; it would only delay the project because it would be missed.
